Final 2025 List of Critical Minerals

In forceCritical-mineral designation

Summary

The USGS, through the Department of the Interior, finalized the 2025 List of Critical Minerals: 60 minerals in total, with ten added in 2025 (boron, copper, lead, metallurgical coal, phosphate, potash, rhenium, silicon, silver and uranium) on the basis of new data, public feedback and interagency recommendations. Designation drives permitting priority, funding eligibility and supply-chain attention; it is not itself an export control.

Analytical significance

The principal US instrument is designation, paired with funding and offtake — the mirror image of China's control-and-license posture. Several 2025 additions (notably copper, metallurgical coal and uranium) reflect interagency and executive direction that goes beyond the USGS quantitative screening methodology, signalling a more security-driven definition of 'critical'.
