Establishment of a Special Purpose Company for Heavy Rare Earth Development in the Republic of Namibia and Investment by JOGMEC
ナミビア共和国におけるレアアース探査・開発事業を行う特定目的会社の設立およびJOGMECの出資について
English title: official translation
Summary
JOGMEC decided to invest up to CAD 47.668 million (約54.6億円, given as approximately 5.5 billion yen in JOGMEC's own English version) in TJ Namibia Rare Earths Corporation, a special purpose company established by Toyota Tsusho to carry the Lofdal heavy-rare-earth project in the Kunene Region of Namibia. The initial investment was made on 23 July 2026 and announced jointly on 30 July 2026. The project began as a JOGMEC exploration venture with Canada-based Namibia Critical Metals Inc. in 2020; Toyota Tsusho joined as co-developer in March 2026 after an open competitive tender for part of JOGMEC's option interest. A definitive feasibility study will run through TJ, with a final commercialisation decision targeted during FY2026.
Analytical significance
Japan's instrument set is equity through a state agency rather than export control, and this is the first Japanese rare-earth mine development in Africa. It targets dysprosium and terbium specifically — the heavy rare earths where Chinese separation capacity is most concentrated and which the April 2025 Chinese controls named — so it reads as diversification against a named chokepoint rather than general resource policy. Note this is a decision to invest in a project still at feasibility stage, not production capacity. The release describes an equity investment (出資) only; no offtake instrument is mentioned, so none is coded.

Framing anchors
Official framing, classified only from quoted passages.
日本のレアアース安定供給に資するプロジェクトとして期待されていますEN the project is expected to contribute to securing a stable supply of rare earths for Japan
Japanese original from the JOGMEC release; the English is JOGMEC's own published translation of the same sentence in its English edition, so provenance is 'official' rather than 'self'. Both language editions were re-read at promotion (2026-08-12). The release carries a second framing sentence (日本の重要鉱物のサプライチェーン強靭化, economic security) which is spoken by Toyota Tsusho, the corporate partner in this joint government-industry announcement, and is deliberately not coded: framing claims record the government's official presentation, and actor 'japan' may not be anchored to a corporate voice.

The 安定供給 sentence coded as the framing anchor is JOGMEC own; the サプライチェーン強靭化 sentence in the same release is Toyota Tsusho and is not coded. Rechecked in full on 3 October 2026. The initial SPC investment remains explicitly dated 23 July 2026, but its amount is not disclosed; the up-to-CAD-47.668-million figure is the investment ceiling. The FY2026 commercialization decision is a target, not an achieved FID or construction milestone.

Two divergences from the Japanese are recorded: the yen figure is rounded to approximately 5.5 billion yen against 約54.6億円, and the English title says Heavy Rare Earth Development where the Japanese says レアアース探査・開発事業 (rare-earth exploration and development).
