Commission Decision recognising 46 critical raw material projects in the EU as Strategic Projects under the Critical Raw Materials Act

UnclearSupply-chain security measure

Summary

The Commission's second list of Strategic Projects in the EU under Regulation (EU) 2024/1252, adopted under Article 7(9) after the second call cut-off of 15 January 2026. The Decision records 101 applications from projects in Member States, 98 of them complete, and recognises the 46 projects in its annex. Twenty-six of the 46 name at least one material SMPT tracks and are recorded as designations: four rare-earth projects for magnets (BREES, HyProMag GmbH, Silmet 2.0, Sokli), one gallium project (GaRefine), one germanium project, three naming tungsten, and battery-material projects naming lithium, graphite, cobalt or nickel. The other 20 name only copper, aluminium, magnesium, titanium, silicon or platinum group metals and are not coded. Recognition is not funding; no amount is recorded.

Analytical significance

The second list of Strategic Projects in the EU; recognition, not money, and any funding that follows is a separate decision. For rare earths it adds an extraction project (Sokli), a processing project in Estonia (Silmet 2.0) and two recycling projects for rare earth elements for magnets (BREES, HyProMag GmbH) to the five rare-earth projects on the first EU list of March 2025. Status is coded unclear: the Decision is addressed to the project promoters (Article 2), and the sources read do not establish when it was notified to them or took effect; the two 2025 lists are coded in force, a coding difference rather than a legal finding. The date recorded is the date of adoption, 9 October 2026; the Decision was published in the Official Journal on 22 October 2026 as Commission Decision (EU) 2026/2349. Cross-round comparison of lithium is limited: four March 2025 designations list battery-grade lithium without coding it as lithium, while this list codes it as lithium.

Projects recognized (26)

Project designations this decision makes: standing under a scheme, not money, and never counted as capital.

Framing anchors

Official framing, classified only from quoted passages.

Framing: Not yet coded. No framing category is assigned because this record does not yet carry a verified quoted passage from the primary source. Per the methodology, a framing label is never inferred from context alone.
