Summary

On 7 September 2026 (令和8年9月7日) METI certified the supply-assurance plan of Japan New Metals Co., Ltd. (日本新金属株式会社) under the Economic Security Promotion Act (certification number 2026重要鉱物第3号-1): expanded tungsten hydrometallurgical refining facilities in Japan. METI's list gives a subsidy of about 20億円 (JPY 2 billion), paid by JOGMEC at half the applicant's cost of the undertaking. JOGMEC's list of grant decisions, as read on 23 September 2026, does not yet include it.

Analytical significance

Japan's economic-security support works through certification plus a half-cost grant to a named domestic company, rather than equity or loans. Its tungsten plans reach the powder and carbide stages whose export China licensed from February 2025 (Announcement No. 10).

JOGMEC's page for the critical-minerals grant programme under the Economic Security Promotion Act, read in full 2026-09-23. It pays certified businesses "当該取組に係る申請者負担額の1/2の助成金" (a grant of half the applicant's cost of the undertaking) and lists the grant decisions (交付決定事業) with approximate amounts and the fiscal year of the decision: nine as read, the latest three in 令和8年度 (FY2026). Rechecked in full on 3 October 2026 against the current official page (ten grant-decision rows). Allied Material remains an approximately JPY 7.5 billion decision in FY2025, without a calendar decision date or cash-payment disclosure. The 助成率 table states half the applicant's costs as an upper limit, not an exact project-wide ratio.
