Regulation (EU) 2024/1252
Regulation (EU) 2024/1252 establishing a framework for ensuring a secure and sustainable supply of critical raw materials (Critical Raw Materials Act)
Summary
The Critical Raw Materials Act entered into force on 23 May 2024. It sets 2030 benchmarks for the EU's annual consumption of strategic raw materials — at least 10% extracted, 40% processed and 25% recycled domestically, and no more than 65% from any single third country — and creates Strategic Project designations with accelerated permitting. The first Strategic Projects were designated in 2025.
Analytical significance
The EU instrument is benchmark-and-designation: de-risking through diversification targets rather than export leverage. It predates the April 2025 acute phase and is included as the standing framework the 2025 Chinese measures act upon. It anchors the EU's 'de-risking, not decoupling' posture.
