MOFCOM & GACC Announcement No. 58 of 2025: decision to implement export controls on lithium battery and artificial graphite anode material items

Controls three item groups: lithium-ion batteries of 300 Wh/kg or more, the equipment that makes them and the technology to produce them; lithium iron phosphate, ternary-precursor and lithium-rich manganese cathode materials and cathode production equipment; and graphite anode materials, both artificial and mixed artificial-natural, with the granulation, graphitisation and coating equipment and the granulation, continuous-graphitisation and liquid-phase-coating technology used to make them. Exports need a MOFCOM licence, and customs declarations must state whether goods are controlled. It was to take effect on 8 November 2025; Announcement No. 70 suspended it from 7 November 2025 to 10 November 2026, so it never took effect.

Extends China's battery-supply-chain controls beyond raw or intermediate mineral forms to high-energy-density lithium-ion batteries, cathode materials, the equipment used to make them and production technology, while separately covering graphite anode materials. Lithium, cobalt, nickel and graphite now touch tracked materials; manganese embedded in the ternary-precursor limb remains outside the tracked material set. The cobalt and nickel attributions come from explicitly cobalt- and nickel-bearing ternary precursors, not from controls on raw cobalt or raw nickel. The measure was suspended before its start date and therefore never took effect.
