    Qualification
    Batteries, cathode materials, their production equipment and battery technology sit at component manufacturing. Lithium is present across the battery/cathode limb; cobalt and nickel are attributed through the explicitly cobalt- and nickel-bearing ternary precursors. These attributions do not mean the measure controls raw lithium, raw cobalt or raw nickel. The untracked list preserves the controlled product forms and still-untracked manganese as stated.
