Office of Strategic Capital Agrees to Joint $700M Conditional Loan Commitment with Vulcan Elements and ReElement Technologies

ActiveFunding or subsidy

Summary

On 21 November 2025 the Office of Strategic Capital announced a joint $700 million conditional loan commitment, $620 million to Vulcan Elements and $80 million to ReElement Technologies, to support rare earth element separation, metallization and NdFeB magnet manufacturing in the United States, funded from the lending authority the One Big Beautiful Bill Act gives OSC for critical minerals. The Department will also receive warrants from both companies. In parallel, the Department of Commerce's CHIPS Program Office signed a preliminary non-binding letter of intent for $50 million in proposed CHIPS Act incentives for equipment purchases, and the release says Commerce will also receive $50 million of equity in Vulcan Elements. The commitments are conditional: no OSC funds are disbursed until financial, legal, technical and other due-diligence conditions are met. The companies anticipate collectively producing up to 10,000 metric tons of NdFeB magnet material in the next several years.

Analytical significance

The second OSC magnet financing after the MP Materials loan, and the first drawn from the new lending authority at scale. It extends the US state-capital model from one national champion to a second, vertically integrated magnet supply chain, and adds warrants and a Commerce equity stake to the toolkit. The conditional status matters: this is a commitment subject to due diligence, not money lent.
