Commission Decision recognising 13 critical raw material projects in third countries and overseas countries or territories as Strategic Projects under the Critical Raw Materials Act

In forceSupply-chain security measure

Summary

The first list of Strategic Projects outside the EU: 13 projects in Brazil, Canada, Greenland, Kazakhstan, Madagascar, Malawi, New Caledonia, Norway, Serbia, South Africa, Ukraine, the United Kingdom and Zambia, each approved by the third country or overseas territory concerned. Seven name a tracked material: four graphite extraction projects (Ukraine, Madagascar, Kazakhstan, and an integrated Norway–Greenland project), two rare-earth extraction projects for magnets (Songwe Hill in Malawi and Zandkopsdrift in South Africa) and one tungsten extraction project, Tungsten West at the Hemerdon mine in Devon. The Commission estimates the 13 projects need €5.5 billion of capital to start operations; that is project cost and is not recorded as capital.

Analytical significance

Extends EU recognition to projects the Union does not host, with the host government's consent. One of them, the Hemerdon tungsten mine, is also backed by the UK's National Wealth Fund in this corpus, so a single project carries both another government's capital and an EU designation.

Project designations this decision makes: standing under a scheme, not money, and never counted as capital.
