MOFCOM & GACC Announcement No. 56 of 2025: decision to implement export controls on certain rare-earth equipment and raw and auxiliary material items

Adds two dual-use list entries. 2B902 covers rare-earth production and processing equipment in 26 sub-items: centrifugal extraction equipment, ion-adsorption-ore leachate precipitation equipment, roasting kilns, extraction tanks and ion-adsorption equipment for separation and purification, precipitation-crystallisation reactors, resistance furnaces, metal-electrolysis equipment and cells, reduction and carbon-tube furnaces, crystal-growth furnaces, the strip-casting, hydrogen-decrepitation, jet-milling, pressing, sintering, machining and grain-boundary-diffusion equipment of permanent-magnet production, and shaft kilns for secondary-resource recovery. 1C914 covers rare-earth raw and auxiliary materials: bastnäsite, monazite and ion-adsorption ores, hydroxamic-acid or phosphate-ester flotation reagents, and five named extractants. Exports need a MOFCOM licence, and customs declarations must state whether goods are controlled. It was to take effect on 8 November 2025; Announcement No. 70 suspended it from 7 November 2025 to 10 November 2026, so it never took effect.

Moves the rare-earth controls upstream of the materials themselves, to the equipment, ores and reagents used to produce them, across every stage from ore to magnet and secondary recovery. Suspended before its start date with the rest of the 9 October package; the corpus records nothing yet about what follows 10 November 2026.
