出口经营者应当对报关商品的真实性负责，加强出口物项识别，属于管制物项的，必须在报关单备注栏中注明“属于两用物项”并列明两用物项出口管制编码；不属于管制物项但参数、指标、性能等接近的，必须在报关单备注栏中注明“不属于管制物项”并填写具体参数、指标。对上述填报信息完整、准确、真实性存疑的，海关将依法质疑，质疑期间出口货物不予放行。
