Supply-chain position
An early mover on diversification following the 2010 rare-earth shock. Supports stockpiling and offtake through JOGMEC (including long-standing investment in Lynas) to reduce single-source dependence.
Framing posture
Frames policy as economic security and supply diversification.
Framing anchors (4)
How this actor justifies its policy, in its own words.
diversifying the supply sources which are currently concentrated to China
JOGMEC's stated purpose for the additional Lynas investment and heavy-REE offtake.
日本のレアアース安定供給に資するプロジェクトとして期待されていますEN the project is expected to contribute to securing a stable supply of rare earths for Japan
Japanese original from the JOGMEC release; the English is JOGMEC's own published translation of the same sentence in its English edition, so provenance is 'official' rather than 'self'. Both language editions were re-read at promotion (2026-08-12). The release carries a second framing sentence (日本の重要鉱物のサプライチェーン強靭化, economic security) which is spoken by Toyota Tsusho, the corporate partner in this joint government-industry announcement, and is deliberately not coded: framing claims record the government's official presentation, and actor 'japan' may not be anchored to a corporate voice.
EN The purpose of this Act is, in view of the growing importance of preventing in advance acts harmful to the security of the State and its people carried out in relation to economic activity in order to ensure national security amid increasing complexity in the international situation and changes in socio-economic structures, to formulate a basic policy on promoting the securing of national security through the integrated implementation of economic measures, and to establish, as economic measures relating to the securing of national security, systems for ensuring the stable supply of specified critical materials and the stable provision of specified essential infrastructure services, together with systems for supporting the development of specified critical technologies and for non-disclosure of patent applications, thereby comprehensively and effectively promoting economic measures relating to the securing of national security.
Article 1 of Act No. 43 of 2022, verbatim from the e-Gov statutory database. Translation is this project's own — no official English version of this Act was located in this session, which is why quoteEnSource is "self" rather than "official". The sentence is the Act's single purpose provision and it ties economic measures to security explicitly, which is why both categories are coded.
我が国の重要鉱物の安定供給確保を図る上で効果的と認められる取組EN undertakings recognized as effective in securing the stable supply of critical minerals to Japan
JOGMEC's description of what the certified plans it funds must be. It is the programme's framing, not this certification's own, so it anchors only the first certification in the corpus; the later three carry no framing claim rather than repeating it, which would count the same passage four times.
