Active Anode Material From the People's Republic of China: antidumping and countervailing duty investigations

EndedTrade action

Summary

Commerce initiated antidumping and countervailing duty investigations of active anode material from China, applicable 7 January 2025, on petitions filed on 18 December 2024 by the American Active Anode Material Producers. The scope covers anode-grade graphite of at least 90 percent carbon by weight, synthetic, natural or blended, in any form, with HTSUS subheadings listed for convenience only. Commerce went on to make affirmative determinations of subsidy and of sales at less than fair value. On 31 March 2026 the International Trade Commission determined that the establishment of a US industry is not materially retarded by reason of those imports, with one commissioner dissenting, so the investigations ended without duty orders.

Analytical significance

The corpus's first allied import-side control case on a tracked material, and a negative one: the trade-remedy track against Chinese graphite anode material, the midstream product China's own graphite export controls cover, ended at the injury stage. Recording it matters precisely because nothing was imposed — a database of restrictions that listed only successful ones would overstate how much of the allied response is legally in force.
