  1. Under investigation

The order directs the Secretary of Commerce to initiate the investigation.

Executive Office of the President / Federal Register

  2. Investigation concludedcurrent

The Secretary transmitted his report to the President on 24 October 2025 (Proclamation 11001, para. 1). The proclamation, signed 14 January 2026, directs negotiations in clauses (1)–(3) and imposes no tariff or quota; it is recorded as an event, not as a control measure, because it restricts nothing.

Federal Register (Office of the Federal Register, National Archives)

The “investigation concluded” entry is recorded in a separate event: Proclamation 11001 (14 Jan 2026). That event is not a control measure of its own; see its page for what it does.

Notes

Sec. 2 defines critical minerals by the USGS list plus uranium, and derivative products to include permanent magnets. Only the materials the order names are attributed.
